Shipping from Germany?

When i'm shopping on the German Ebay, there's always this uncertain thing:

- Some sellers offer shipping to Brazil using Deutsche Post Brief International, which usually costs from 5 to 12EUR, and sometimes is tracked. This is, by far, my favorite option.

However, some ther sellers always tell me that Deutsche Post Brief Intl is not available, that tracking is only possible with DHL, costs more than 40EUR. Some others say that Deutsche Post cost 15EUR without tracking, while the tracked version cost much more.
Some others don't ship international at all.

And these are mostly private sellers, i'm not talking about stores.

My question is: why is there so much confusion about shipping prices?
I only buy one model at once, Herpa 1:500 models are not heavy or large.
Why some refuse to ship international, if it's supposed to be cheap and quick?

Since 01.01.2019 private customers shall not dispatch goods in »letters« abroad.

Henceforth all goods must be sent as »parcel« (starting at € 8.89; maximum weight 2 kg) or »package« (starting at € 13.89; maximum weight 31.5 kg) by DHL.

Business clients of Deutsche Post or DHL have as a rule more favourable terms. A few professional sellers pass on their postage benefits to customers, but most of them are keen to pocket the gains (including value added tax) themselves.

ebay should really be the most unfavourable option to buy brand new (and not out of stock) models [as ebay charges a commission of 10% on good value + shipping costs], but somehow some ebay sellers again and again manage to undercut online stores and their often disproportionally costly shipping charges.

Generally as a model collector relying on online business you have to pay more and more for postage and other charges for goods that often arrive damaged or flawed (poor or even missing quality control by manufacturer and seller).

Are these prices available for shipping to Brazil? Because they sometimes say that shipping cost as much as 40€, which completely throws me off from buying the model. When I buy models from stores on Ebay (ds-automodelle, for example), shipping costs about 8€, which is much better.

But then again, I recently bought three models from a seller (which seemed to be a private seller, not a store) and i've payed less than 5€ for shipping!

DHL rates Germany => Brazil (price at the counter):

parcel (»Päckchen International«; up to 2 kg): 16 €
package (»Paket International«; up to 5 kg): 47 €

I used to ship via letters aswell. Now i tell the customers, that it is on their own risk because the German Post just could decide to not deliver the letter and destroy it.

Here's another example:

I've just checked a model listing of seller "ms-plueth", which I believe is a store.
The model is a Herpa 1:500 B767-300.
The shipping option to Brazil is:
EUR 9,95 / Brasilien / Standardversand (Deutsche Post Brief International)

I've found another model, Herpa 1:500 B747-200, from a German private seller.
Here is the shipping option:
EUR 13,00 / Brasilien / Standardversand (Deutsche Post Brief International)

So, this is what happens: sometimes I want a model, but the seller tells me that shipping to Brazil will cost EUR 40. And then I say "How about Deutsche Post Brief International? I've bought models from Germany before, from other sellers, and the shipping was much cheaper, around EUR 10!" And the seller simply tells me it's not available. It's kinda frustrating...

If you are a comercial seller you can now use "goods delivery international" which is as expensive as the "maxi letter international" used to be. You need to buy at least 10 such "good deliverys" per year to count as a comercialist...
The store MS-Plueth might effort that...

My first order in 2019 from a German store was send back to the store because it was post-paid as »letter« but not »recognised« by Deutsche Post as »goods containing post« from a business customer (I guess it had been lacking additional information). So there was (and maybe still is) a bit of confusion between all parties.

If ebay-seller »ms-plueth« provides correct shipment information (as business customer) for the customs process nothing should go wrong. If Deutsche Post suspects that a »letter« from a private customer is a shipment of goods delivery can be rejected (the »letter« returns to sender). You should know better how Brazilian customs control undeclared or falsely declared »letters« in parcel-size.

I wonder how do you deal with the delivery at the moment? I’ve ordered some stuff from Germany to the USA, and they struggle to deliver something from there. They tried to ship it to me a couple of times, and in the end, they’ve just returned my money back. I have no idea what I might be the reason and why they can’t ship my order.
Surprisingly, I didn’t have such problems when I’ve ordered a bunch of stuff from China. They’ve just shipped my order and told me to track it via the newgistics package tracking service. That’s it! So, I have absolutely no idea why the hell German shipping companies struggle to deliver a small package.

PArcel shipping from GErmany was stopped for some month to the US especially or required extreme high premiums, as the normal airfreight capacities were gone. All the freighters concentrated on freight, less on mail during C19 peaks.
It could happen you got turned away with a parcel to the US.
