i think one reason why we have not seen many latin american carriers is because many of them have been changing their corporate identities...aeromexico, avianca, varig and LAN have changed their schemes the past few years. typically, airlines only want its current colors made into models for promotional/ publicity purposes.
we can only hope these carriers will now give herpa permission to make more of their aircrafts.

Hmm.... but I dont think its the same with Delta.... the changed really, so many times their scheme, and herpa continues making their models. Aeromexico has changed 3 times the last years, and now I think they got a scheme to stay. (even if its not that cool at all, and it seems like the same persons are making different schemes around for different airlines and looks almost equal. See aeromexico, lan and lanchile) And Mexicana, well, all their schemes has been awesome in my opinion.
