The company isn't illegal, but their practices are. Airlines demand royalties or demand a fee to use their livery (hence they license the livery to PHX for that model). Phoenix do not ask, or pay the airlines on many/any of their models. This may be another reason why their model numbers are so small in comparison to the GJ releases of 2500 per model.
The factories that actually produce Phoenix models also change often. This could be a reason why the quality can swing between the extremes.
