Hmmm...I'd have to say, since you're flying IFR, which every flight into ORD must be an IFR flight, ATC will give instructions for descent starting with Chicago Center. Manuevering altitude in ORD's airspace is 7000 until on a portion of an approach. All aircraft must fly an electronic flight path i.e. an ILS approach. Even though you may be cleared for a visual approach you still need to follow a 3 degree descent path via a glide slope.
